4R Nutrient Principle is Key Element of New Farm Bill

New Farm Bill Impacts Precision Ag

President Trump signed a new Farm Bill in late December 2018, but what does this mean for agricultural retailers, crop advisors and growers? Jennifer Martin, Director of Public Relations and Marketing for the Fertilizer Institute (TFI), lays out the details in a recent article from CropLife.

The article explains, the USDA Natural Resources Conservation Service (NRCS) manages the Technical Service Provider (TSP) Program, which provides financial assistance to advisors who work with growers to develop conservation plans, including nutrient management plans. According to the new Farm Bill, ag retailers qualify as third-party service providers and are eligible to be certified as a TSP, meaning they can be paid by NRCS for their services.

Now, with the new bill in effect, the NRCS is required to streamline the process for ag retailers and other professional crop advisors that hold specialty certifications to become certified under the TSP program, which has previously been a major hurdle.

In addition, Congress provided authority for the NRCS to allow ag retailers and cooperatives to certify technical service providers. It is still unknown how this will be implemented, but now there is an opportunity for ag retailers to become a major part of the TSP program, enrolling more acres in nutrient management plans based on the 4Rs.

The new bill will have a big impact on how growers utilize precision ag tech to implement the 4Rs. “The 4R principle for Nutrient Stewardship prescribes how fertilizer should be used from the right source, at the right rate, at the right time, and in the right place,” says Connor Lankford, Valley Agronomic’s Precision Ag Manager. “The 4Rs can have a significant impact on grower profitability, while also being beneficial to the environment. As a Platinum Precision Subscriber, you have many great tools at your fingertips to put the 4Rs to use.”

“You are able to use AgWorld, as part of your Platinum Subscription, to show what quantity of each element is applied, when your field was last sampled, what the sampling results were, which crops were grown in the meantime, and what the nutrient removal of these crops was.”

“In addition to using AgWorld, Platinum growers have more tools at their disposal to help determine where and how many samples to take,” says Lankford. “From zones to grids, the Platinum subscription has the tools and resources to help growers put together a comprehensive plan to achieve their 4R certification process, putting the right nutrients in the right place, at the right time, in the right way.”
